Our Mission

The Statewide Independent Living Council of Tennessee’s mission is to promote Independent Living philosophies, practices and values and expand IL services across the state.
The Statewide Independent Living Council of Tennessee (SILC TN), is a 501(c)3 independent nonprofit governed by people with disabilities. For more than 20 years, our mission has been to promote Independent Living (IL) philosophies in Tennessee and support its practices and values. As such, the SILC TN educates the community and public leaders about the IL philosophy, provides training and support to the Independent Living community, and, per new language of the Workforce Innovation and Opportunity Act (WIOA), facilitates funding opportunities for expanding the practice of IL in Tennessee.

Our Work

The SILC TN is a technical assistance and systemic advocacy organization working to promote Independent Living philosophy and services in Tennessee.
•      Convening quarterly Council meetings that are open to the public
•      Educating the community and public leaders about the IL philosophy and the impact of legislation on individuals with disabilities
•      Collaborating with our local, state and national disability communities on behalf of Tennesseans with disabilities
•      Offering training and support to the state’s Independent Living Network of six Centers for Independent Living (CIL)
•      Facilitating the Tennessee Independent Living Network’s State Plan for Independent Living (SPIL)
•      Monitoring, reviewing and evaluating the implementation of the SPIL
•      Facilitate funding opportunities for expanding the practice of IL in Tennessee

Our Members

The Statewide Independent Living Council of Tennessee (SILC) is comprised of members, appointed by the Governor, who are knowledgeable about independent living services and centers. The Council's mission is to provide statewide representation of individuals with disabilities and most of the members are also individuals with a disability.

The Statewide Independent Living Council and the Division of Rehabilitation Services jointly develop the Independent Living State Plan. The Council monitors, reviews and evaluates its implementation. The Statewide Independent Living Council also coordinates activities with the State Rehabilitation Council and with other councils addressing issues affecting Tennesseans with disabilities.
