Purpose of the Retreat
This retreat brings together independent living partners from across Tennessee to review, evaluate, and plan the State Plan for Independent Living (SPIL) in accordance with Title VII of the Rehabilitation Act and the TN SPIL 2025–2027.

Your participation today contributes directly to SPIL monitoring, performance measurement, and federal public input requirements.”


SPIL Goals Under Review: The retreat focuses on Tennessee’s three statewide Independent Living goals:

Goal 1 — Community-Based Resources: Ensuring Tennesseans with disabilities have access to the resources needed to live independently.
“Tennesseans with disabilities have access to the resources they need to live independently.”

Goal 2—Network Capacity: Strengthening the statewide Independent Living Services Network.
“The Independent Living Services Network builds capacity statewide.”

Goal 3—Emergency Preparedness: Expanding education and readiness for Tennesseans with disabilities.
“Tennesseans with disabilities are educated about emergency preparedness.”

Agenda Breakdown
Morning Session

9:30 AM — Call to Order & Roll Call: Opening the retreat, confirming attendance, and establishing quorum.

9:45 AM — Purpose & SPIL Context: A review of why the retreat is being held, how it aligns with Title VII, and how it supports SPIL monitoring and federal requirements.

10:00 AM — Round Robin: Review Current Goals. Participants share observations, progress, and challenges related to the three SPIL goals.

11:10 AM — Statewide Needs Assessment: Discussion of statewide data, emerging needs, and gaps in services for Tennesseans with disabilities.

12:00 PM — Lunch Break

Afternoon Session
1:30 PM — Systematic Review of SPIL Goals: A structured evaluation of each SPIL goal, including outcomes, indicators, and alignment with current needs.

2:30 PM — Round Robin: Potential Goals Participants propose new or revised goals for the next SPIL cycle.

3:30 PM — Needs Assessment Survey Review: Examination of survey findings and public input to inform SPIL development.

4:30 PM — Town Hall Coordination: Planning upcoming statewide town halls, including logistics, outreach, and public‑input strategy.

5:00 PM — Closing & Next Steps: Summary of decisions, assignments, and timelines for SPIL drafting and public engagement.

How Participants Engage:

Speak Up. Participants
 are encouraged to use the microphone so that their comments are captured on the record.
“Use the mic so your input is on the record. Share goal alignment, outcomes, and barriers.”

Focus on Outcomes. Comments should connect to SPIL goals, objectives, and measurable indicators—not just activities.

Stay Engaged. Participants are encouraged to follow upcoming town halls, surveys, and SPIL drafts.
“Watch for follow-up town halls, the public-comment survey, and future SPIL drafts.”
