Our Mission
Statewide Independent Living Councils (SILCs)
Each state and U.S. territory is required to maintain a SILC. SILCs develop a three-year strategic plan that creates a unified vision for the state on how to address barriers to independent living and other issues impacting people with disabilities.
Department of Health and Human Services, Administration for Community Living (ACL)
The Office of Independent Living Programs (OILP) within ACL is tasked with overseeing Independent Living agencies on a national level.
Founding Document: Title VII, Rehabilitation Act of 1973, as amended.

Our Work
The SILC TN is a technical assistance and systemic advocacy organization working to promote Independent Living philosophy and services in Tennessee.
• Convening quarterly Council meetings that are open to the public
• Educating the community and public leaders about the IL philosophy and the impact of legislation on individuals with disabilities
• Collaborating with our local, state and national disability communities on behalf of Tennesseans with disabilities
• Offering training and support to the state’s Independent Living Network of six Centers for Independent Living (CIL)
• Facilitating the Tennessee Independent Living Network’s State Plan for Independent Living (SPIL)
• Monitoring, reviewing and evaluating the implementation of the SPIL
• Facilitate funding opportunities for expanding the practice of IL in Tennessee

The Statewide Independent Living Council and the Division of Rehabilitation Services jointly develop the Independent Living State Plan. The Council monitors, reviews, and evaluates its implementation. It also coordinates activities with the State Rehabilitation Council and other councils to address issues affecting Tennesseans with disabilities.

The Council's mission is to provide statewide representation of individuals with disabilities, and most of the members are also individuals with disabilities.
